Some key take-aways about evaluations:
The primary function of the ERS is to inform personnel management decisions
The secondary function of the ERS is to encourage leader professional development and enhance mission accomplishment
The primary vehicle for communicating about performance during the rating period is counseling using the support form
Initial counseling should be done 30 days from the start of the evaluation period.
Use of support forms is mandatory for NCOs and officers through COL

Rating chains correspond as nearly as practicable to the chain of command or chain of supervision
Pooling runs counter to the intent of the ERS and is prohibited.
Each rated Soldier is provided a copy of their rater’s and senior rater’s support forms (or equivalent) at the beginning of the rating period and their completed evaluation report at the end of the rating period
Rating schemes show the rated Soldier’s name, indicate the effective date for each designated rating official, and are published within the unit and made accessible.
The rating scheme for all ARNG or AGR Soldiers will be by name.
Evals need to be submitted to HQDA within 90 days of the thru date.
Raters & Rating Chains:
Rating chains must be set at the start of the evaluation period
Commanders are responsible for rating chains (a big issue in headquarters companies)
Raters must be the rated’s immediate supervisor
Commanders are almost always rated by commanders.
Senior raters will be:
Generally speaking, two grades higher in rank that the rated Soldier (See Table 2-1)
Being selected for promotion (e.g. CPT(P)) meets the 2-grades-higher requirement.
The immediate supervisor of the rater. Remember this rule: Your rater’s rater is your senior rater!
In position for 60 days (90 days for M-day reserve component ratings)
Reviewers
Reviewer is required for NCOERs when the Senior Rater is an E8 or below, or a WO1/CW2 or 2LT/1LT.
The reviewer's job is to ensure the evaluation process was done correctly and reflects counseling records, etc.
